We're pulling up to the warehouse now.

MAN [over radio]: Roger that, 16-21. Dispatch said the 911 caller reported a van parked out front.

Well, it looks like they're gone now, but head around back just in case we flush 'em out.

[train passing nearby]

Got a craving for a Lucky Dog.

Nothing's open this late anymore.

It's after 2:00 already.

It's the best time for a gourmet delicacy.

Served from a cart.

You've got no idea what they actually put in those hot dogs.

Sometimes it's better not to ask.

[door creaks open]

Unit 16-21 requesting immediate backup.

The officer was ambushed before he could even enter.

Mark Palmer, 12-year veteran of the NOPD.

Which makes me wonder why I'm here.

What I'm about to tell you is...

As you know, the D.A.is taking a fresh look into some excessive force cases from the past few years, three of which involved the officer who was k*lled last night.

You think his m*rder's connected to those cases?

I don't know what to think.

Evidently, Palmer reached out to the Force Investigation Team who looks into complaints against officers.

Said he had information to share.

I'm guessing he never got a chance to share it.

He was supposed to meet with the F.I.T. investigator and the D.A. today.

I'm still not sure how this involves NCIS.

One of the excessive force cases involved a Navy sailor.

Did this sailor thr*aten Officer Palmer?

No.

In fact, he dropped the whole case, which, unfortunately,happens too often.

But one thing Black Lives Matter and the community has shown us is, we can't let these...

incidents get swept under the rug.

This information that Officer Palmer had-- you think it has something to dowith the sailor's case?

If it does,we need to know.

Palmer implied what he had to say would...

bring down some bad cops.

NOPD's not gonna appreciate us interfering.

So, what have we learned about last night's sh**ting?

Evidently, a 911 caller reported a break-in at the warehouse just after 2:00 a.m.

They refused to leave a name.

They get a number?

Yeah.

I'm tracing it now.

Listen, we need to get an ID on that caller.

Oh, I'm working on it.

As soon as I get something, I'll let you know.

Timing of the sh**ting was weird, Pride.

The k*ller started f*ring the second Officer Palmer entered the building.

Probably heard 'em pull up.

Yeah.

But why didn't he leaveout the back, try and get away?

It's a good question.

Sebastian's checking outthe scene now.

Maybe there's some reason that the sh**t didn't want to leave.

Yeah.

Hey, did you, uh, track the complaint filed by the sailor?

Yeah.

It's pretty thin.

Hey, why are we looking into this?

It doesn't really feel like an NCIS case.

Mayor Taylor took an interest.

Ensign Nathan Cox accused an Officer Lenny Yates of using excessive force while breaking up a fight.

Did he describe the excessive force?

No.

And there's nothing that says what the fight was about or who else was involved.

Why did Ensign Cox withdraw the complaint?

Officially, he didn't.

He didn't want to give any further statement to the NOPD, so they let it go.

But guess who Yates' partner was the night he broke up the fight.

[typing]

[computer chirps]

Mark Palmer.

He was Yates's partner up until eight months ago.

So he most likely would have known what went on with Ensign Cox.

Yeah.

And I'm guessing it's way worse than what was in that report.

Ensign Cox was hospitalized for almost a week after the incident.

Mayor's hoping he'll talk to us.

We'll see.

Hannah and I are heading to Belle Chasse.

You know, it's kind of weird that the mayor wants you to run a shadow investigation.

I just feel like there's something she's not sharing with me.

Well, whatever it is, the NOPD's gonna be pissed that we're involved anyway, so...

Yeah, you've got that right.

Assuming you're Hidalgo?

And you must be the legendary Special Agent Pride.

GREGORIO:Well, looks like fun.

I've worked a lot of sensitive cases, but this is the first time I've ever had the mayor get involved.

Not trying to step on any toes.

You can step on anything you want if it helps me get to the truth.

I've been working these cases for months, and last night I lost the only lead I had.

You got no idea what Palmer was gonna reveal?

He wouldn't say until an immunity deal was in place.

And now we may never know.

COX: Am I in some kind of trouble?

HANNAH:N-No.

We were concerned you might be the victim of a crime.

About a year ago,involving the NOPD?

That was nothing.

Just a misunderstanding.

GREGORIO: A week in the hospital is a little more than a misunderstanding.

I don't want any more trouble.

And how are you gonna do that?

Sure as hell can't keep away the nightmares.

Look, Nathan, we really need your help.

My boys wanted to keep partying, but I needed some shut-eye.

And I saw this guy pushing up on his girlfriend, getting real physical.

So you stepped in?

The dude sucker-punched me.

But I gave as good as I got.

Then these cops show up out of nowhere, started b*ating the hell out of me.

Now, my training kicked in, so I defended myself.

Then one of them used their Taser on me.

Now I'm down.

And they keep shocking me.

Five or six times.

Yelling at me.

Part of me wanted to die right there on that pavement.

Why wasn't any of this in your complaint?

After I reported it, this detective showed up.

Started asking me questions about how drunk I was and how I started the whole thing.

Made it clear that it was my word against theirs.

You think he was trying to get you to drop the complaint?

I know he was.

He pretended to be sincere, acting like he was worried I'd get discharged or arrested for assaulting an officer.

So you let it go.

That detective was right about one thing.

Nobody's gonna believe the word of a Black man over two cops.

We do.

Look, this detective,do you remember his name?

Donovan Blakely.

He worked patrol until two years agowhen he made detective.

Force Investigative Team?

No.

Narcotics.

There's no reason he should've been following upon an excessive force complaint.

Unless he had a personal reason.

Covering up for his friends?

PATTON:Hey.

I traced the 911 call that reported the break-in at the warehouse.

Did you get a name, P?

No, the phone was pay-as-you-go.

It's been off-line since just after the call was made.

Fake 911 call sounds like a setup.

We know the sh**t fired as soon as Palmer entered the building.

Mm-hmm.

Day before, he was supposed to spill whatever secrets he was keeping.

This is starting to sound like it wasn't just a random cop k*lling.

PRIDE: Yeah.

More like a well-planned execution.

PRIDE: These three guys had multiple complaints filed against them over the years.

Yeah, it's hard to get rid of bad cops.

The union fights termination every step of the way, claiming these officers have qualified immunity whenever they want.

Immunity protects officers from civil suits.

It doesn't give them license to abuse their authority.

Try telling them that.

They should be ashamed to wear the badge.

Worked a couple cases with an Alfonso Hidalgo-- lieutenant now, used to be in Homicide.

My dad...

and my younger brother's on patrol in the 2nd District.

Aunts and uncles, too.

The family business.

All good cops.

Helped push through a lot of great changes in the NOPD over the last 20 years.

Sounds like you're doing your part, too.

If I was doing it better, these dirtbags would be behind bars.

What do you figure Palmer was gonna tell you and the D.A.?

I assume about how badly they b*at Ensign Cox.

Except Cox admitted that hefought back before he got sh*t.

So they had a pretty solid defense against the excessive force charge.

Doesn't seem like enough to m*rder a fellow officer over.

You think Palmer had something else.

But we need to figure out what that was.

After he was m*rder*d, his wife and his two daughters fled.

I tracked them down to this refugee camp, but, you know, they were gone.

They're not in any of the records that I've been able to access, but when I met with Deputy Director Scarborough this morning, she said that NCIS owed me.

Well, it sounds like you got an idea on how to collect.

This looks like a pattern that's been going on for years, these guys covering up for each other.

But I got a feeling you already knew this.

All we got is the sailor's testimony, and they will say that he's lying.

Cops know how to work the system.

Seeing Loretta struggle like this makes me wonder how any of us are gonna get through it.

I checked out the scene like you asked.

NOPD found three .45-caliber b*llet casings in the shadows here.

The sh**t was set upright across from the entrance, so he must've been waiting there for a while.

Were they able to pull prints?

No.

And no DNA either, but that's not really that surprising since pulling DNA off of a b*llet casing only has a one percent success rate.

You building up to something here?

Am I that easy to read now?

So, I, uh, was reading this new study-- out of the Netherlands of all places, which is crazy 'cause you know how tall they...

I'm gonna give you five seconds, Sebastian.

So, it was all about a new way of testing for DNA off of b*llet casings.

Four.

It's really cool what they do.

So, they take the b*llet casings and they put it in this chemical cocktail for, like, 30 minutes.

Like if you had laundry, right?

And you hada really bad stain...

Two.

Anyway, so, it breaks down the cells and it allows you to isolate the DNA so you can test it, and I did it, and it worked.

And I have ID'd the sh**t.

[computer beeping]

Lamont Russell?

Yeah.

He's got a real long rap sheet, too.

He's got, uh, multiple convictions for armed robbery, as*ault.

Any ties to Blakely or Yates?

[sighs]

Nothing I found so far.

Let's go talk to Officer Palmer's partner, see if she remembers him having any dealings with this guy.

If there's a connection betweenLamont Russell and our cops, we need to find it.

We weren't, like, friends who'd hang out or anything.

Honestly, we probably wouldn't have gotten tight a couple years ago, but he went through a pretty nasty divorce.

Lost custody of his kids.

Started regretting a lot of his actions.

He even came to church with me a couple times.

His friends didn't like that?

Thought I was a bad influence, I guess.

Especially when Mark started saying he needed to make amends.

PRIDE: These cops who are harassing you...

would they be Donovan Blakely and Lenny Yates?

Like I said, I've got no proof of that.

What about this guy?

You ever see him with Palmer or the other two cops?

No.

Who is he?

He's the guy who sh*t your partner.

And could have k*lled you if you'd been closer.

Not yet, but I did find something interesting in the files the investigator sent me.

One name keeps popping up.

It's Lieutenant Simon Gore.

He's senior supervisor who signed off on a lot of internal reviews, including most of the complaints against the three cops.

He has his own share of excessive force investigations back when he was in uniform, too.

Well, sounds like he could be their protection.

Let Pride know.

Both CIA and DIA are still refusing access to any classified databases on refugees.

Sometimes it's like they just don't know we're all on the same side.

An intelligence agent I know worked in the region around the same time Farid's family disappeared.

Part of his job was identify ingand photographing refugees with possible !sis ties.

And he'll share those photos?

Actually, I might have found the incident that spooked the lieutenant you and Hidalgo talked to, and you were right, the case never came up in an excessive force complaint.

But it might be worth k*lling someone to keep it quiet?

About a year ago, Detective Blakely got into an altercation with a Jasper Taggert, who had diagnosed mental disabilities.

Taggert lived in a group home and worked part-time bagging groceries.

Blakely claimed he resisted arrest on a public nuisance charge, which is why he had to get rough.

How rough?

Well, I called the group home to talk to Taggert and try and find out.

Turns out that the b*ating that Blakely gave him put him into a coma.

And that's not in the report?

Not at all.

Lieutenant Simon Gore signed off on it without any further review.

Well, we need to talk to Taggert and get the rest of his story on the record.

Yeah, we can't do that, Pride.

Jasper Taggert d*ed three months ago.

People can enjoy the concert with their friends and family, but at a safe distance.

Been hearing a lotabout these concerts for weeks.

How long you been doing them?

Started small, in the street outside the bar.

Eventually, so many people showed up, we had to put the band up on the balcony.

And then we outgrew that, too.

Well, she said that Taggert used to get agitated, but never violent.

She never bought Blakely's version of how the b*ating went down.

Taggert never woke from his coma to give a different version.

And he didn't have any family to follow up, either.

She, um, tried to make an excessive force complaint on his behalf, but a cop warned her that he would file additional charges against Taggert if she didn't let it go.

She ID'd the cop.

Lenny Yates.

Covering for Blakely just likeBlakely covered for him.

Yeah, he'll just say she just misunderstood.

[scoffs]

And we still got no evidence to prove otherwise.

You think that the group home manager would have access to Taggert's medical records?

I can call and ask.

Yeah, well, if she does, have them sent to Loretta.

Maybe she can help us find something.
