Previously on "NCIS: New Orleans": REYES: Mayor's calling you the Crescent City .

Commission.

BRIGGS: I'm sorry, Pride, I can't do this.

I quit.

Our victim is Todd VonRoenn, janitor at Stennis Space Center.

- HANNAH: So he's stealing tech.

- GREGORIO: But for who?

CARTER: Jorge Pérez.

What are the practical needs?

Maybe the batteries are gonna power whatever it is.

PRIDE: How do the Russians play in?

SEBASTIAN: Engineers.

They specialize in submersibles.

They all procured their visas from the same guy.

PRIDE Nicholas Antonich.

Ukrainian national, but an international fugitive.

We think that Nico got his hands on a submarine?

Yeah.

CARTER: Look who else is at the party.

HANNAH: Oh, that is our m*rder suspect.

Some kind of storage racks?

A natural-born genius and the leader of a secret society bent on controlling world events.

Man, you're lucky you own a boat and I don't.

Otherwise I'd never come out here with you.

Excuse me.

Khoury.

Stop, stop.

Say that again.

Got to be honest, when I got orders from JSOC to find an armed Soviet sub off the coast, I thought I was being pranked.

Coast Guard pulled two fishermen out of the Gulf that can attest this thr*at is real.

Well, the Navy put me in charge of all available resources in the area.

We'll locate the sub, take it out.

Afraid it's not that simple, Captain Brooks.

Man named Jorge Pérez and his partner Nico Antonich modified the sub to run on all electric power.

Usual tools won't work.

Guess we got to go old-school, then.

Good old-fashioned grid search.

In the Gulf of Mexico?

Be happy to narrow it down if you can help.

There is one lead.

We know that the fishing boat that got att*cked was due south of where we believe the sub was being docked.

Then let's start there.

The torpedo that took out that fishing boat, any pieces of it left?

Not pieces.

The whole thing.

Sunk to the ocean's floor once it ran out of fuel.

We are mounting a recovery effort right now.

Any idea why it didn't explode upon impact?

Sounds like it wasn't armed.

But we'll send it back to Belle Chasse for an examination.

Proof of concept for any potential buyers.

If Nico and Pérez were looking to sell a sub for smuggling, no need to prove it's lethal.

I think we're well beyond smuggling here.

And thanks to our Stennis janitor stealing that battery tech, that sub might be near impossible to find.

And frankly, I got a lot on my plate today.

So let's just cut to the chase, all right?

Michael.

It'd be best if we present as a strong, united front.

Why don't we have Allie here on this call?

Let her say her piece.

BROGAN: Two days ago you wanted her off this commission yourself.

BOYNTON: Oh, come on, Dennis.

People are allowed to change their minds.

I haven't always been right either.

What Allie needs right now is our support.

We can't turn our backs on her.

BROGAN: I wouldn't expect a man of the cloth to condone this behavior.

We may be made in God's image, but we're all very much human.

Allie Briggs has helped thousands with her criminal justice and voter reform.

BROGAN: And she's destroying this commission - with her thoughtless personal actions.

- [ALL TALKING AT ONCE]

- And you're muted again!

- [TALKING STOPS]

This isn't up for debate.

Allie Briggs stays where she is.

And the only thing all of you need to figure out is how we can support her and then move on.

And if that doesn't work for anybody, you're welcome to resign.

[SIGHS]

[JETS FLYING OVERHEAD]

SEBASTIAN: A lot of security for just one torpedo.

Guessing that means movie night's off.

You know what, I'm gonna text Kara.

No, no.

No.

Totally capable of texting my own girlfriend for my own canceled date.

Okay, well, um, next Saturday is really great for me.

Um, but really any day is great for me.

Whoa, Sebastian, you're not...

You're not listening to me.

I don't really care what you're doing.

- You know what I'm saying?

- Yeah.

No, 'cause she's my girlfriend.

Yeah.

And I really like to be alone with her.

- Oh.

- Sometimes.

Oh.

Yeah.

Oh.

- I'm an idiot.

- No, you're not, baby.

- You're just a little dense, is all.

- No, I'm pathetic.

Oh, my God.

[SIGHS]

I'm just gonna leave you guys alone from now on, you know?

- Go solo.

- No, honey buns.

We don't want you to leave us alone.

Maybe just don't be in our face all the time, right?

- Right.

- Okay.

So now can we focus on the fact that everyone in this area is running away from the expl*sive device that we're heading to?

Hmm?

Oh, yeah, it's a smart move.

Smart move?

What do you mean?

It's inactive, right?

Just got here myself, actually.

But obviously it hasn't gone off yet.

Yet?

You mean you don't know why?

I was told not to touch the ordnance until NCIS came to examine the evidence.

But I'm pretty sure it's not armed.

Oh, good, he's pretty sure.

[SIGHS]: All right, I am about to possibly deal with some high expl*sives here, so... could use some quiet.

GREGORIO: Yeah.

And space, too.

I'll...

- I'm just gonna...

- Are you abandoning me?

I'm sorry, Sebastian.

I know movie night was canceled, but I'm trying to make it home alive anyway, all right?

Ma'am, if the torpedo didn't explode when it hit the fishing boat, it means it's probably a dud.

What is it with you, with the "probably," "pretty sure"?

These are not declarative statements that make me feel at ease.

All right, don't move.

About to expose the internal components.

[TOOL WHIRRING]

Whoa.

Whoa what?

Is it gonna explode, or what?

No, it's not going to explode.

Somebody...

removed the f*ring mechanism.

Look.

Maybe Pérez used this one to give the buyers a demonstration of the sub's capabilities.

Yeah, well, mission half accomplished.

I mean, if the fishing boat hadn't gotten in the way of the torpedo, that sub would be long gone.

Look at this.

Motherboard is still dry.

- Think you can get a print?

- I'm gonna try.

Pérez may not have armed this one, but...

I can't speak for the remaining on board.

[SIGHS]

All right.

That's good work, Sebastian.

The torpedo was heavily modified, updated with active homing technology.

Is that something that Pérez could have done by himself?

[SCOFFS]

Jorge Pérez is a glorified car salesman.

Well, come on, that glorified car salesman managed to double-cross both you and your cartel client.

Let's agree he has some skills.

Sebastian was also able to pull a print off...

the motherboard.

Name's Ronan Grady.

[GROWLS]

You know him?

Pérez hired him to update the submarine's electrical system.

Came up with an idea to run it on batteries.

CARTER: He used to work for Northrop Grumman.

Yeah, and Pérez brought him in from California.

Grady wasn't with the Russian engineers we picked up at Pérez's rental property.

No.

Grady was special.

Wouldn't live in the dorms with the help.

Could be that Pérez is laying low with Grady at this secret hideout.

Well, does this secret hideout have an address?

Mm, it's not really an address kind of place.

But I could draw a map.

Would you help him draw a map and get it to Gregorio and Sebastian?

Okay, well, we're on the same page.

Tell me what you got on Pérez and our missing submarine, P.

King, over the past year, Pérez has been moving millions of dollars through this shell company that he created to order material to retrofit that sub.

Okay, so what's strange about that?

The shell company's account got down to near zero balance... until today.

Pérez get an influx of cash?

Influx?

$ million.

[WHISPERS]: Wow.

Traced to Banco Cali.

In Colombia.

Banco Cali has been known to handle money for any number of radical organizations, - thanks to this guy.

- [TAPS KEY]

Dude's moved money for antigovernment agitators all over South America, including what's left of the Revolutionary Armed Forces of Colombia.

A guerrilla group that's opposed to U.S. involvement in Colombia.

Most of the FARC rebels have been disarmed.

They could be looking for a way to move silently and strike fast.

Attacking a U.S target would make our presence in Colombia untenable.

If they're going on the offense against us, that sub is still probably nearby.

Which means...

the Gulf Coast is still in jeopardy.

There are oil rigs in the Gulf.

Any of those get hit, we're looking at one of the largest ecological disasters in memory.

Target could just as easily be a cruise ship or South Padre Island.

Well, all efforts at this point have been stalled.

The submarine appears % undetectable from the water, until it strikes again.

Well, I'd just as soon not wait for any more damage.

If we can locate Jorge Pérez, we should be able to find that sub.

We did, but someone else found him first.

Pérez continues to close the loop.

SEBASTIAN: Yeah, body was still warm, so we weren't far behind, but with Grady out of the picture, Pérez is getting out of here.

Yeah, well, we have eyes on every airstrip, bus depot, train station in town.

The man specializes in moving fast boats.

My guess is, when he's ready to be gone, he will be.
