I think that it's
a neural interface.

with electrical pulses.

been trying to do recently

to control Parkinson's
or epilepsy.

when anger or depression hits

could just stabilize the subject

without the messy side effects
of pharmaceuticals.

Still, messing
with people's brains is

a slippery slope.
Especially if something goes wrong.

from a group called
the Elmshorn Foundation.

A grant for what?

That's the thing--

There is no record of the
organization even existing.

both the lieutenant
