We've only had two in the 4 years I've been working here.

It's rare. Less than 1% of all documented stalking cases nationwide.

Seems like a strange way to get someone's attention.

Yeah. This particular tactic is called street theater.

It's commonly used in gangs and other groups to terrorize their victims out in the open.

The ones who act out the v*olence are the foot soldiers, usually taking orders from an authority figure.
