scouted the uptown facility.

He wants to hit it.

Look, I made a big mistake.

I never should've dragged you into that.

I'm sorry.

I know how hard this year has been.

I just want you to have
some kind of normal life.

Then maybe you should be
a normal father.

[groans]

[pan clatters]

[door closes]

Welcome to Seattle.

I hate this town.

Rainy as hell.

Don't worry, we'll find someone
for you to k*ll soon enough.

[snickers]

[sighs] I ran into
Will Bowman last night.

And he's with Eric Broussard.

The world's worst reunion tour.

They abducted me.

Why are you still alive?

You know, it's your empathy
that really sets you apart.

I fed them sh*t until
they ran out of time.

Kynes' g*ons were waiting
for me to go to dinner.

Well, still,
you must've given up something.

Bits and pieces.

Have the locals figured out

that you were interrogated
by the Resistance?

Bowman and Broussard showed me something

that they'd gotten
off of one of Kynes' guys.

Some kind of alloy.

I've never seen it before.

- Host technology?
- Yeah.

And the kind of thing
that they'd never give to us.

Which is why Kynes
didn't report the theft.

Just like we're not gonna
report the Resistance

activity in this bloc.

At least not until we
figure out how to exploit it.

Hmm.

Morning, sir.

You aren't supposed
to leave the hotel without us.

I've got my own guy today.

Mr. Kynes specifically
assigned us to be your escort.

Trust me, Mr. Garland
is gonna keep me very safe.

You boys are redundant anyway.

If Kynes wants to track me,

he can just use this.

I can take you as far as
the red buoys, but that's it.

About a quarter mile.

It's the underwater drones
you gotta worry about.

Like torpedoes, but they turn on a dime.

since nobody fishes out there.

Drones opened up his hull
like a tin can.

That's why I'm talking to you.

[sighs] Just the ferry.

Ever since the camp,

I've just tried to keep my feet moving.

I guess I knew that if I

stopped it would all catch up to me.

Ever since we got to Seattle,

I've been obsessed with trying
to figure out if this place

is safe for us.

[exhales deeply]

refugees are disappearing.

We might even be sending them
to the factory.

[sighs]

The reason we got into this bloc so fast

is because they knew who I was

the moment we walked
into that refugee camp.

They know we're the Bowmans?

And that special list I'm on,

the reason the drones always let me go,

is because the RAPs have
a plan for people like me.

Where did you hear all of this?

[ominous music]

[sighs]

From Alan Snyder.

He's in the bloc.

We grabbed him from his hotel.

[exhales deeply]

Me and Broussard.

♪ ♪

And Broussard contacted you?

He was trying to keep you out of it.

Probably because he thought
that's what you wanted.

Hell, that's what I thought you wanted.

You've been building a life here.

We can't build a life here
if it isn't safe.

Maybe it is, maybe it isn't.

The information came from Snyder.

[stammers] So who knows what's real.

I might be able to find out

whether Snyder is telling the truth.

Those decisions are made
somewhere in my office.

♪ ♪

You be careful.

[horn honks]

♪ ♪

- I have to go.
- [sighs] Okay.

I'm glad we talked.

[soft chuckle] Me too.

[vehicle leaving]

If they were coming for us,
it would already be over.

Comforting.

So how are we gonna get out
to the island?

Don't know yet, but I'm working on it.

We're gonna need help.

And by help you mean your friend Will?

I told you last night,
if he's in, I'm out.

Whatever he needed to do with Snyder,

it's done.

That kind of broken
doesn't get fixed over night.

I know. But we need his skill set.

- Find someone else.
- How?

I can't exactly put
an ad in the classifieds.

- Train me.
- That'll take years.

I've seen Will under fire.

It's hard to find people who
know how to handle themselves.

He almost got you k*lled.

training Boy Scouts.

Well, there's not really
any crime in the Colony.

If something valuable were
to be stolen in this Colony,

who would investigate?

What kind of valuable?

Art, jewelry, that sort of thing?

More like, something
that might have belonged

to our Hosts.

I wouldn't know anything about that.

I've heard rumors.

The Community Patrol, we don't...

We don't handle stuff like that.

There's another unit?

They show up in unmarked SUVs.

Plainclothes.

And they're obviously pros.

And you have no contact with them.

My guys and I aren't even
supposed to acknowledge

that they exist.

And what about the incident
reports on these calls?

No, there's no reports.

At least none that cross my desk.

But, like you said,
you've heard rumors.

This unit was deployed about a week ago.

There was a double homicide in an alley.

They even told us
that it was a carjacking.

You're skeptical.

Why would you jack a car in Seattle?

I mean, we track every vehicle, so...

What you said about
something being stolen,

that's what's happening here.

Well, this unit,

they've been going
door to door in the area.

I mean, they're searching for something.

And I heard something
from a friend of a friend.

Kynes has taken a personal
interest in the search.

[ominous music]

Ferry goes out to
Blake Island two times a day.

Once in the morning, once at night.

Two guard gates and a biometric scanner.

Maybe we should draw straws.

If we're gonna get on that boat,

the weak link has to be human.

Usually is.

They probably need doctors
on that facility.

Maybe Amy can engineer her way in.

What's her specialty?

- Neurosurgery.
- Damn.

Yeah, that's not gonna work. She's out.

Problem?

done in the first place.

My mistake was letting you into my life.

But I'm gonna correct that now.

So that you can go back
to sending refugees

to death camps in peace.

I didn't do anything wrong.

You wanted to know
what was really going on

with the refugees,
so you sent me to that

empty apartment building.

That's a lie.

How else would I have known where to go?

I don't have that kind of access.

I've never believed that was true,

and that's why I'm standing here.

But, all that's changed now.

I'm gonna make sure that my
family is safe in this Colony,

and if you won't help me,

I won't hesitate
for a minute to sell you out.

This is where it happened.

Two bodies left behind.

Driver and... Must've been a courier.

Driver was armed, but his w*apon
was taken during the robbery.

Security protocols were lax.

That's because this Colony
is a crimeless utopia.

Remember?

Must've turned in from over there.

Kynes has an R&D facility
in that building.

- And you think the SUV came from there?
- I do.

And I'm guessing the material
Broussard spoke of

was on board.

Somehow my life
always leads back to him.

So we find him and Bowman,

recover the polymer, show it to the IGA,

and we got Kynes by the short hairs.

If only it were that easy.

Well, I got an address for Bowman,

if that helps.

What?

I started digging
the minute you mentioned him

at the hotel.

Living under the name James Dalton.

Got a wife, Laura. Two kids.

- The whole family is here?
- That's right.

His wife's an advocate
at the refugee camp.

So they walked in the front door.

That's my understanding.

- Bowman is an outlier.
- Yeah.

Ought to be in a freezer
out on Blake Island.

But he came through
Kynes' processing system.

He and his family placed right
into Colony housing.

They know who he is.

They know exactly who he is.

The deal that Kynes cut
with the Global Authority

was that he gets to run Seattle
however he pleases,

provided that he produce outliers

and turn them over to the Hosts.

But he didn't give 'em Bowman.

This is it.

Kynes' fatal error.

Because he let one outlier
slip through the net?

I highly doubt he's the only one.

What'd you find?

[ominous music]

They know who we really are.

They know who everyone is.

And what is "OCS"?

It's classification code.
Stands for "outlier."

What does that mean?

All I know is they get
flagged immediately

and fast-tracked into the Colony.

So there are others like Will?

- Mm-hmm.
- How many?

Hundreds.

I want a list.

[rain pattering]

I work at SRMA,

helping process refugees
into Seattle, and

I got into our computer system.

Sounds like an act of resistance.

I had to make sure I hadn't
walked my family

into a mousetrap.

What'd you find?

Well, they know who we are.

And they let you in anyway?

They let in a lot of people like Will.

They call 'em outliers.

That's the first page of the list.

Could be hundreds.

You think they were all ex-m*llitary?

Maybe.

[exhales deeply]

You give me a couple of hundred pros.

Your office or mine?

I'm afraid that I'm busy.

I'll only take a moment.

An incident in your Colony
has come to my attention.

What kind of incident?

Theft and a double m*rder.

Please.

So I gather that you know
what I'm talking about.

Of course.

This isn't Los Angeles.

Murders are rare.

Then why didn't you report it?

Because the incident is an anomaly.

And because I'm not required to report

internal affairs to the IGA.

May I ask what was stolen?

A material sample.

Magic lettuce.

[chuckles]

A flexible membrane
designed for building

ultra-lightweight containment.

It's fairly technical.

- Can I see it?
- It was our only sample.

Do you know who stole it?

That's part of an ongoing investigation.

Should the IGA worry about this material

being in the wrong hands?

I don't think it'd be
of much use to anyone.

I barely understand it
and I have two PhDs.

I am authorized to provide
an outside investigative unit

if that would be helpful.

As I said, we'll handle
the matter internally.

You have the personnel for that?

I have people I trust.

I need to talk to them.

Need?

I'm making regular reports to the IGA.

Maybe you don't feel like
you owe them anything,

but isn't it better for everyone

if they have an accurate picture

of what's happening here?

My girlfriend doesn't
even know my real name.

We have a contact at SRMA.

They knew everything about you

the minute you set foot in that camp.

You served.

Nah.

Navy.

I was almost at the end of BUD/S
when the Arrival happened.

Who are you guys?

We're part of a Resistance group
that got busted up in Los Angeles.

We relocated here.

Looking to rattle some cages.

You're in a crew?

I printed up this list
in the refugee camp.

You recognize anyone else?

No, but this doesn't make any sense.

If they know who we are, why
aren't they coming after us?

Ever heard the term "outliers"?

- That's how they classify us.

and the outliers?

We don't know exactly.

But we think we might be
their first line of defense.

it through security into the Colony.

We work for Mr. Kynes.

guarding, dignitaries? [chuckles]

That's a pretty wide range.

[classical music playing]

How long have you gentlemen
been here in Seattle?

Since Mr. Kynes brought us in.

He recruited you. From where?

Outside.

Security.

Funny.

I had you pegged for
early childhood education.

[chuckles]

You should know that the IGA

is always interested

in men with a particular set of skills.

The compensation is very competitive.

We like Seattle.

[device beeps]

[woman speaking over PA]

why Broussard would work
with someone like you.

He had a team in LA.
A bunch of dumb kids.

It's easier to work with professionals.

They know what they sign up for.

So you don't blame yourself
if they take a b*llet.

Plus Broussard probably figures a b*llet

will put me out of my misery.

That's a delightful addition
to this package.

- All of the time.

Yeah, my parents just had to work.

- [phone beeps]

The fingerprint analysis came back.

Mr. Harris' real name is Victor Resnick.

United States Army.

Delta Force, to be more precise.

- Six tours.
- Phew.

- He's the real deal.
- An outlier.

And his friend Ford didn't
seem any less capable to me.

No.

Neither of these men have
ever been under the employ

of the IGA, so there are two outliers

on Everett Kynes' payroll.

Don't forget Bowman.

How could I?

Walking free in the Colony,

instead of cooling his heels,
and all the rest of him,

in a stasis chamber on Blake Island.

[ominous music]

There could be dozens of these guys,

just running around loose in Seattle.

Yep.

Men like that need to be
kept on a short leash.

This is reckless.

But Kynes is a careful man.

It doesn't add up, does it?

♪ ♪

This is how insurgencies get started.

That's what I admire about you, Garland.

You look ahead.

You know, if we report this,

that should be enough
to take down Kynes.

A less politically connected man, sure.

But Kynes is in a special league,

and he may have a plausible explanation.

So what do we do?

We make our own reckless move

and then see how he counters.

[chuckles]

There are guards all over these docks.

We should get eyes
on the graveyard shift.

We need another body for that.

What about Bram?

Just to scout.
