several coded communiqués

between HYDRA and an organization
calling itself the Shadow Council.

I know of the Shadow Council.

They are an old enemy
of Wakanda.

Apparently they're planning to
acquire a stolen Wakandan artifact.

What artifact?

How did it come
into their possession?

We don't know, Your Majesty.

We know the exchange is going
to happen in North Africa.

And we know HYDRA
has been looking into

exotic power sources lately
to help the Axis w*r effort.

The messages we intercepted show that
they think this thing is a blockbuster.

Wakandan technology should not
be found outside our borders.

I thank you for bringing me
this information.

Captain America, Agent Carter,

This is HYDRA
we're talking about.
