Mykola Altan had a surgically implanted I.E.D.

We believe the surgery was done by his sister Oksana.

The Altans somehow had knowledge of our secret Chicago facility and our detention protocols in the wake of the false attempt on the C.B.O.T.

Everyone in the facility at the time of detonation has d*ed.

This is a direct att*ck on our agency and its people.
