Helms holds them, runs them day to day,

and then hires men like Malcolm Kenning

that we found with Abby as an enforcer.

a place to hold them.

Yeah, so we start at the bottom.

Gonna work this just like
any narcotics case.

We start low to go high.

We need an in to Victor Helms.

We nail Helms, we can get him
to flip for Sean O'Neal.

So find me a lowlife,
someone who does business

with these pricks, a bottom feeder,

someone who can get us close.
