Look, Officer, we haven't done anything to...

[g*nshots]

[SIRENS WAILING]

All right, everybody up.

What you've just seen is a re-enactment of an actual incident

involving known robbery suspects.

Two of the police officers d*ed

because of some very sloppy police work.

Any questions?

Hey, Woods, come on back.

What went wrong?

Start with the pullover.

MACDONALD: The most critical part is getting the suspects out of the car...

They did it wrong.

The way it should've gone down is like this,

So, what I hope we've put across is

the importance of tactics.

Before you make a move, talk it over with your partner...

Decide who's going to do what.

And use the tactics we've tried to teach you here today.

Besides, I've been a probationer almost six months now

and so far I haven't been involved in anything

even close to this kind of situation.

You may go your whole career without getting into a sh**t

but don't let that ever lull you into a false sense of security.

were supposed to argue with you.

He had a good record at the Academy.

Number five in the class.

Yeah, and number one in over confidence.

Street sense comes with time.

He's certainly got all the qualifications to make it.

I guess the Academy staff thinks so.

They graduated him.

They don't have to ride with him.

Give him a chance. That's why we have probation.

Doesn't it bother you to spend every working day

expecting the worst out of people?

I don't think you're hearing me.

Being careful and ready

doesn't mean mankind just took a dive down the drain.

But you're the one who said you have to approach every pullover

ready for somebody to do you in, right?

Look, Barrett.

When you hear a call that a liquor store's been robbed

and the suspects left in a blue Mustang,

you approach every blue Mustang in the Division

like the driver could blow you up.

Even if the driver is a little old lady with gray hair.

That's right. That gray hair could turn out to be a wig

on the head of a young dude who'd turn and k*ll you

before you could ask for a driver's license.

It's happened.

But supposing it really is a little old lady?

What do I tell her when she asks

why I've approached her like she was a criminal?

Tell her the truth.

No honest citizen is going to be upset

over a policeman carrying out the job he's been hired for.

Okay. But as far as I'm concerned,

good police work is just plain common sense.

And good tactics, Barrett.

That's what you're getting here.

The benefit of years of other guys experiences.

Only they had to learn it the hard way.

Those training exercises went pretty good yesterday.

Yeah. Except that point we were trying to make with Barrett...

FEMALE DISPATCHER: One Adam-, meet One X-Ray- on Tac Two.

That's him, that's the robber.

There in the chair.

Barrett, take him.

Put 'em on top of your head.

Let's go, stand up. Turn around.

I'll take him out to the car.

-I'll come with you. -No. Stay here.

Maybe you can learn something.

Wonder what's got him all out of shape.

He just walked up to the window and handed me this.

Please give me one million dollars.

Did he say anything, thr*aten you in any way?

No, he just handed me the note

and walked over there and sat down.

I'll see what he has to say.

Have you ever seen him before?

I saw him for the first time when he gave me the note.

I read it and pushed the button.

It was that simple.

Why were you so quick to set off the alarm, ma'am?

The fella looked pretty harmless to me.

Young man, the last time I was handed a note,

there was a g*n behind it.

And I just don't see what all the excitement is about.

Mr. Thompson, where do you live?

You know, I been trying to remember that all day...

It just doesn't seem to come to me.

That's part of the problem too.

If I did I'd know where I'm supposed to be.

The address, it's on my identification card,

but it was in my wallet.

I was in the park showing them my pictures.

This one duck just snapped at the wallet

and it fell in the pond.

Twenty dollars, all the money I had left

from my Social Security.

Mr. Thompson, I want to be sure...

Oh, yes, he explained

just like they do on television.

You gave the lady a note, remember that?

What were you going to do if she hadn't given it to you?

They have plenty of money.

Figured I'd have to buy a new place to live.

Those darn ducks, you know? It's all their fault.

The old guy's just a little confused.

See, just like I thought when I came in.

He's your training officer and has every right to be upset.

Why? Because I didn't put a hammerlock on that little old guy?

Well, I might have a lot to learn about being a policeman

but I do know people.

There's a lot of difference between a bandit

and a little guy with a couple of loose bolts.

I never thought I'd see the day when I'd feel sorry for Wells.

Pete, Wells and I have been talking about that probationer, Barrett.

You worked with him a few times. What do you think?

He's got great potential, Mac,

but I'm a little worried about his judgment in the field.

He doesn't pay any attention to advice.

That's what I was telling Mac.

Basically, the guy's a hotdog.

He wants to act like a year man in six months.

Yeah, he's been counseled about it.

Well, I've gotta make out his monthly rating report

and I keep getting the same information from all sides.

What's the problem?

Hard to figure a guy like Barrett.

Everything the Department's trying to teach him

came out of someone's experience on the street.

Well, it's his choice.

If he doesn't wanna learn from the good guys,

I'm sure the bad guys be happy to teach him.

Yeah.

MALE DISPATCHER: All units on Frequency One. Stand by.

All units on Frequency One. Stand by.

Citizen attempting to use a police radio...

Depress the red button on the microphone

and speak slowly across the opening.

Go ahead.

All right, sir. What is your location?

Yes, sir. Please stay there.

Any available unit identify and handle,

motor officer down,

westbound in the ,th block of Fifth Street.

Buy it.

One Adam- is in the block of Fourth Street

and will handle the motor officer down call.

One Adam-, roger. Handle Code Three...

[SIREN WAILING]

He's under my truck.

You okay, Grant?

Yeah, but don't move me. Don't move me.

And then I heard a siren give a little growl

and looked up to see a policeman in my mirror.

So I pulled over and saw him get off his bike.

I got out my driver's license,

but when I turned around, he's gone.

Next thing I heard him moaning.

So, I got out and there he was...

Under my truck.

May I have the keys to the truck?

He's got 'em.

I asked him if there was anything I could do.

He said to give him the keys

and use his police radio for help.

One Adam- Code Four on the motor officer down call.

FEMALE DISPATCHER: One Adam-, roger.

All units Code Four...

Would you wait right here, Mr. Jansen?

Sure!

-What's this all about? -He'll be all right.

The same thing happened to me in college football.

His back went out.

Huh?

He got off his motorcycle and dropped his pencil.

When he bent down, he couldn't get up again.

How'd he get under there?

He realized he was lying in the street,

so he crawled under the truck.

Here are the keys.

Wait a minute. Why'd he stop him?

He didn't say, and I don't think he cares anymore.

One Adam- requesting an ambulance to the ,th block of Fifth Street.

FEMALE DISPATCHER: One Adam-, roger.

One Adam- requesting a wants warrant and DMV on ocean .

One Adam-, stand by.

One Adam-, no wants or warrants.

Mr. Jansen, here are your keys.

An ambulance is on its way.

We'd like to thank you for staying with him.

Well, ticket or no ticket

I couldn't leave him under there like that.

No wants or warrants. You're free to go Mr. Jansen.

I've got your address.

You gonna mail me the ticket?

No. There'll be no ticket, and we sure appreciate your help.

Wow, thanks.

-Who is it? -Grant... He's all right.

What's he doing down there?

[GROANS]

I'm checking the smog device, Wells.

One Adam-, clear and phone the Watch Commander, Code Two.

One Adam-, roger.

There's a b*mb thr*at at the Cindy Market, Verner.

That's the same chain that had a market blown up last month.

Right. Same M.O.

Mac says the b*mb squad is rolling, and he's got an ETA of minutes.

He's gonna set up a command post at the east end of the parking lot.

Looks like the manager already made the decision to evacuate.

With one store already blown up,

I'd say he made a good decision.

I got the call about minutes ago.

He said the b*mb was set to go at :.

If we deliver $,

to the phone booth at Glenoaks and Sherman,

they'd call back and let us know where the b*mb is.

Did the voice sound familiar to you?

No, not at all.

Okay, we'll search for the b*mb...

The money angle is your decision.

I already called the main office, no delivery.

That gives us minutes.

Uh, this couldn't possibly be a hoax, could it?

I wouldn't want to bet on it.

Mac has the command post set up.

-What about the b*mb squad? -Should be here any minute.

What about the phone call?

They wanted a , delivery at the phone booth.

Glenoaks and Sherman.

One L- to one X-Ray-.

b*mb suspect expects delivery at Glenoaks and Sherman

at the phone booth.

One X-Ray-, roger. We will cover.

What now? We're running out of time.

Mac.

We start the search.

There's no way you can search the whole store in minutes.

We've got some help, Mister Hanawald.

HANAWALD: Dogs?

PETE: Hans and King, very special dogs.

The Department got the dogs about two months ago.

After spending five months in training with the b*mb squad people.

But what do they look or smell for?

Telephone thr*at, it's supposed to go at :.

Do you remember reading about the dogs

that could sniff out marijuana?

Yeah, they used them at the airport, didn't they?

Only instead of marijuana,

Hans and King have been trained to locate nitrate.

But this stuff is packaged and inside a stick of dynamite.

From what they say those two dogs

could find a couple of grains sealed in plastic.

Let's hope they're right.

We've got minutes.

-They turn it? -Big as life in a cereal box.

We don't have much time to do the job.

[DOG BARKING]

Hold it!

MAN: That's it, cop. Stay back.

Let him go, Mister.

There's no way you're getting out of here.

There's only one other way to get out of there.

I'll tell Mac to cover the front.

What's going on back here?

The b*mb suspect's in there. He's armed and he's got a hostage.

How do you know it's him?

The dog sniffed him out.

Probably residue nitrate from putting the thing together.

Mac's deploying guys to the outside and we're going in.

Barrett, I want you to do exactly what I say.

Okay, let's go.

Get him, Barrett, Get him! Grab him!

Freeze! Put your hands on your head!

Cover him, Barrett.

I'm sorry, Reed. I assumed he was the hostage.

You're lucky the hostage didn't blow your fool head off

while you were standing there assuming.

But how did you know?

I watched.

I could see that the suspect wasn't keeping

a very good eye on his prisoner.

Good bust, fellas.

The b*mb squad deactivated the b*mb,

and Hans and King get another commendation

for their personal package.

Mac we gotta talk about Barrett.

No we don't, Reed. Barrett's through.

They washed him out?

Everyone's entitled to goof-up once or twice,

but Barrett's mistakes were piling up,

and they all followed the same pattern.

The Captain decided that Barrett just wasn't learning from experience.

He sure wasn't.

It's something nobody could foresee till he got out on the street.

That's what probation's all about.
