Clarke was charged with accepting kickbacks for municipal contracts.

As well as for accepting bribes for his support on key issues.

I insist that I am innocent. That I am the victim of a vast conspiracy--

orchestrated by the Royal Newfoundland Constabulary.

This is nothing other than a smear campaign.

And it's implemented by the local police.

One officer in particular.

Hood: Yeah. A conspiracy to take down the most corrupt mayor in our history.
