There have been a series of incidents in Vermilion City over the past few days

-[Ash] Pikachu hasn't done anything wrong! -Pika.

[Decker] I assume you're Pikachu's Trainer?

I have witness testimony.

Actually, it appears there have been massive amounts

of electricity stolen from various Vermilion City homes.

-Stolen electricity? -Reports of power outages at night,

and when we investigated, we discovered something unusual.

More than a few unaccounted for spikes in energy consumption!

Inspector Decker is heading up our investigation.

[Officer Jenny] We couldn't find any clues as to the culprit's identity,

but we finally caught a break with one witness.

[witness] I heard footsteps, so I checked them out…

And when I did, I caught a glimpse of a Pokémon

in the headlights for just an instant!

Our artist put together a drawing based on that testimony,

and this is the result.

You think that's Pikachu?

I can't say that it doesn't bear a resemblance.

But this could be a completely different Pikachu.

I investigated every Electric type,

especially every Pikachu in the entire area.

All of the other Pikachu I investigated had reasonable alibis

with the exception of the Pikachu here at Cerise Laboratory.

-No alibi? -Well, you're wrong!

Pikachu's been with me! It's been with me the whole time!

[Decker] Just one more thing.

The final incident occurred last night at p.m.

-So what were you doing at that time? -[gasps]

Ah, I was out like a light.

Pikachu were to leave the lab to steal electricity,

[Decker] The suspect is now on the run from justice! After it!

[Pikachu panting]

Where does it think it's going?

[Ash grunts]

[siren blaring]

There's nowhere to run.

-A thief! An electricity thief! -[all gasp]

-What happened? -[man] Oh, Officer Jenny.

Just ten minutes ago, my TV went out! My computer and refrigerator did, too!

When I checked my meter, my electricity was being used like there's no tomorrow!

So, somebody's stealing my electricity!

-What's that? -Officer Jenny, then is this…

Yes. The exact MO of the serial electricity thief.

But Pikachu was still at the police station ten minutes ago.

-So… -Pikachu has an airtight alibi!

Yes! Awesome! That's great, buddy.

-Pika? -Hm. I knew it!

The real culprit shows up when you least expect it.

Proving my instincts are never wrong!

The culprit should still be close by! Let's search for it!

[siren blaring in distance]

[Decker] Curses! It somehow got away!

Up until now, it only did its thieving at night.

But now it's doing it in the light of day! Without leaving a single clue!

At the very instant, the crime was being committed,

Pikachu sensed something and ran to the scene.

Isn't it possible Pikachu felt the stolen electricity?

it may even lead to catching the real culprit!

[both laugh]

Though, we're searching for the electricity thief right now.

Of course, if a resident is having trouble,

then helping them out is priority number one!

[both] Ma'am!

[all groan]

[Ash] It's crawling with Vulpix!

[boy] Mine got mixed in, and I can't figure out which is which!

Please tell me what stands out about your Vulpix.

Its tail is shaped kind of like a heart.

We'll search through them all, one-by-one.

[Ash and Goh] Ma'am!

[yelps]

[low grunt]

[Vulpix chitters]

[both groan]

I'm beat! We can't find it anywhere!

Hold on. Where are Pikachu and Grookey?

[Pikachu and Grookey chitter]

[both] That's it!

Thank goodness! It's my Vulpix!

-Thanks for everything! -[Officer Jenny] Take care now!

That was pretty tough.

But I'm sure glad we found it!

-[woman] Officer Jenny! -[all] Huh?

[Officer Jenny] Is something wrong?

[woman] You've almost got it!

-Grookey. Grookey. -[all grunting]

-[woman] Thank you! -[Ash and Goh whimper]

-[Pokémon growling] -[all] Huh?

-[Dodrio growls] -[both cheering]

[whistles]

Stop that Dodrio immediately!

Both of you, we're going after them!

-[both gasp] -Yes, ma'am!

That was dangerous! Your Dodrio needs to slow down!

[Tangela grunting]

[woman laughs]

I had no idea Officer Jenny was so busy.

Yeah, we still haven't done any cool stuff.

it should lead the culprit directly to us!

We did consider that possibility.

But every single Dedenne in the area had a good alibi.

So is it a Pikachu? Or some other kind of Pokémon?

-[electricity crackles] -[tires screech]

[James] Look! A home that seems to be rich in electricity.

[Jessie] We could scoff oodles of energy from there.

This could be our lucky day…

Soon we'll finally get to eat a meal for real!

[James] We've gotten into quite a pickle because of that appetite!

[Jessie screams]

It can't be happening!

[munching]

A month of food down the angry hatch.

At this rate, we're all gonna be mummified.

[Wobbuffet mutters]

I don't like mummies.

[gasps] Oh, yeah!

Morpeko is an Electric type, right?

If we filled its belly with electricity,

it wouldn't need to lay its paws on our provisions!

-Capital thought! -We need an influx of energy!

And that's why our energy-sucking sedan was invented.

You can thank me for all the energy we've sucked up so far.

Cool down. Whenever we return to our hideout,

every bit of energy has been drained dry.

We've got an electric car! What did you expect?

Using up the energy we went to all the trouble to steal is silly!

[Morpeko grunting]

-[grunting] -[gasps]

[both mutter angrily]

-[Ash] A Morpeko! -What's it doing under there?

-[Goh gasping] -There it goes!

It looks like an eat-and-run?

You've got some nerve!

After we specifically stole edible energy for you!

-[Ash] A-ha! -[both gasp]

-Team Rocket! -[James and Jessie] Twerp patrol…

-[Officer Jenny] Now I understand. -[both gasp]

[Officer Jenny] Our witness didn't see Pikachu.

It saw a Morpeko!

-[Meowth grunts] -[Jessie chuckles]

[siren blaring]

Officer Jenny! Presently in pursuit of the electricity thieves!

[Decker] Great job! Got it! Backup is on the way!

Wait! Aren't we draining our getaway dry?

Can't you do something about their patrol car?

Launching electrical booms!

Leave Morpeko's dinner back in the tank!

[Meowth] Booyah! Hey yah!

-Now, Growlithe! -Growlithe!

Swift, let's go!

[all screaming]

[tires screech]

They're eating our dust!

No muss, no fuss!

[engine revs]

[suspenseful music]

[electricity buzzing]

And rest assured there's plenty more where that came from.

You just leave the table grub for us!

[Wobbuffet mumbling]

-[grunts] -[both gasps]

You're not interested? But you're an Electric type!

I'd like an explanation, please…

What did you think? Morpeko's gotta eat actual food to satisfy its hunger.

Discharging lots of electricity is hard work, you know.

Fascinating.

So why didn't you explain all of this sooner?

-[tires screech] -[siren blaring]

So it's your fault Pikachu was accused of a crime!

Fine. We're finished here anyway. We don't need the energy.

-[electricity crackles] -[all grunting]

That's great, Pikachu!

[Pokémon cheering]

Well, it was a lot of fun!

And we saw just how hard Officer Jenny works.
