Whatever the case may be, the end result is what

we are left to contend with.

What I fear is that one day, Hulk's power

will cause some great tragedy to befall our city,

or perhaps even the world.

I think Hulk and the rest of the Avengers

need to be strictly monitored and under surveillance

at all times.

No, not simply the Avengers.

This should apply to all superheroes without exception.

I propose that Congress should have control

over any superhero armor or weaponry,

and that said armor or weaponry may

not be used without its express permission and approval.

That is the gist of the bill.

And I strongly disagree.

Such strict regulations would greatly hinder their mobility.

This bill allows the legal right to hamper justice.

It's foolhardy and reckless.

None of these superheroes should

be able to act above the law.

They must be made to conform to the same rules of society

as the rest of us.

He's unbelievable.

At this rate, Osborn might just put us out of business.

Tony, when are we going to go find

Hulk and bring him back here?

His contributions in the gamma ray field

made him one of the top physicists in the world.

But then something happened.

He was exposed to a massive amount of gamma radiation.
