What they find is
a disturbing pattern of behavior.

We went from two to eight to 12 to 15.
And just when he
would say there's no more,
there would be
another one and another one.

[Borega] Hearing that Joel had an affair
in his police car,
it was horrific.
[crying] The thought of this man
who I had put everything into,
who I believed through anything, who I
would have supported through anything.
I could not put my head around it.

of hatred, and betrayal, and sadness too.
Because this is someone
that I grew up looking up to.
Up to that point, it had been
the utmost consistent respect
across the board.
But you are not someone
I look up to anymore.
You're Joel to me now.
I used to think that my dad was so smart.
It was bewildering because
throughout my entire childhood,
I saw the best in my dad.
I was just shocked that he
could do something so stupid.
And ruin our family.
And jeopardize his career like that.
Like, I don't even know
who this person is.
[Rigdon] Throughout my entire career,
the Colorado Springs Police Department
{\an8}was a police department built on
integrity and trust with the community.
I was the deputy chief,
Jeff Strossner was the commander.
Joel worked for Jeff Strossner
as a lieutenant.
Jeff Strossner called and told me
that there's a female
that's potentially making some allegations
of inappropriate sexual activity
with Joel.
And Joel was really upset about it.
He was like,
"I don't know who this woman is."
Apparently, a vehicle rolled up
to Joel's house,
and this guy made allegations
right at the front door.
[Nicole] I was doing homework
in the basement…
and I heard the doorbell ring.
-[doorbell ringing]
-[dog barking]
[Nicole] And I hear my dad's, like,
footsteps upstairs, getting the door.
[accuser] Hey, how's it going?
Hey, man, is your wife home by chance?
[Joel] Why's that?
[accuser] Because that's my wife out there
the one that you f*cked in your cruiser.
[Joel] What are you talking about?
[accuser] I'm saying Joel Kern?
-[Joel] What are you talking about?
-[accuser] Yeah. I'm talking about you.
Okay, my wife is there.
See?
I just want to know if you know her.
[Joel] I have no idea
who you're talking about.
[accuser] And if that's the case
then I owe you an apology.
I'm not here to cause problems.

You need to check your wife out
because I'm not doing anything.
I went upstairs and I asked him like,
"Who was at the door?"
And then he just said,
like, casually, "Salesperson."
And that was sort of the end of it.
[Gunning] Joel carries on
as if nothing happened.
{\an8}But he can't escape his actions because
the guy files a complaint with the CSPD.
-[officer] Hello.
-[accuser] Hello, sir.
[officer] I understand you want to speak
with a supervisor?
[husband] Oh, yes, sir.
And naturally, they want to interview
the woman involved.
[McFarland] This is Joel Kern.
He's supercop.
He's a perfect guy.
He's by the book. He's clean cut.
{\an8}But cops may do something wrong
from time to time
{\an8}and they need to be held accountable.
That's what Internal Affairs is for.
[Rigdon] Once those allegations came out,
an IA investigation is launched.
Internal Affairs gathers
as many facts as they can
from the person reporting the incident.
[officer] If you don't mind,
I'll just ask some questions.
[accuser] Okay, and I just want to say…
I've done something terribly wrong. I will
have to pay the punishment for that.
My husband is leaving.
I am likely going to lose
my job over this.
I am not trying to say that he
has done anything…
that I did not ask for.
But somebody who is on the police force
should not be acting as such.

So how did you meet this person?
[accuser] On Fetlife.

He was into domination

The woman explains
that they meet on this site,
and over time, Joel asks to move
the conversation over to WhatsApp.
It's more private.
And that's where he asks
to meet up in person.

[accuser] I was concerned about
individuals that I might meet.
I didn't want to end up dead
in an alley somewhere.
And…
he eventually told me his name…
and that he was a police officer
with Springs police.

At no point is Joel hiding from the fact
that he's a police officer.
In fact, he's actually sending her
photos of himself in uniform.

[McFarland] As a police officer,
the uniform, the badge, the g*n,
the authority that goes with it,
it presents a power dynamic
with every person you interact with.
And so whenever you use that to coerce
another person, that is an abuse of power.
Knowing that he was a cop,
the woman felt more at ease,
so she agreed to meet him after work.
[accuser] When I got to the location…
which was Memorial Park…
he was in what looked like
an unmarked police car.
He could see I was nervous. I was shaking.
He put me on all fours.
This was consensual. I'm not trying
to say that this was…
by force, but he was very rough with me.
Spanked me…
pulled my hair…
forced me down on him…
I blew him.
I hurriedly got dressed and left.
I'm not trying to cause
any further trouble than I already have.
It is simply about as an officer…
he should not be using
his vehicle to have…
what I imagine is probably not
the first rendezvous.
[officer] What makes you say
that you believe this wasn't his first?
[accuser]
Because he discussed enjoying having…
meet-ups such as this.
[Gunning] Because this woman alludes
to the fact that
this is most likely not the first time
Joel has met up with someone
while on duty in his police vehicle,
they decide to ramp up the investigation.
They take Joel's cell phone and laptop,
and they do a full forensic analysis.
And what they find is
a disturbing pattern of behavior.
{\an8}Joel Kern was accused of some illicit
sexual activity while he was on duty.
{\an8}Joel was adamant to his commander
that these allegations are false.
But Internal Affairs did
a thorough investigation.
{\an8}Ultimately,
he had to be confronted with the facts
{\an8}of everything the department knew,
stuff that you cannot refute.
[McFarland] If you're the subject
of an Internal Affairs investigation,
you must answer questions.
You're under compulsion.
[Rigdon] They are compelled
to be truthful right upfront.
And most things you could survive
just by telling the truth.
[officer] So let's get some things
just out of the way, Joel.
Will you be answering all of our questions
concerning this matter truthfully today?
Yes.
Okay, so you received the subject, uh…
officer letter notifying you
of the allegations in this case…
Why do you think those allegations
against you were brought forward?
Uh, I have some ideas.
I think maybe the… the…
persons making the allegations
got in over their head…
or something and…
I suspect that they were catfished…
with someone mis… or…
representing me…
in whatever communication
they were having.
{\an8}This is really hard for me to listen to
{\an8}because you can just feel
his web of lies being spun.
[Gunning] The first thing you hear
in that recording is him acknowledging,
"I will tell the truth."
And then he goes on with a story.
[Borega] Mm-hmm.
[Dana] I used to supervise sex offenders
for probation parole.
Joel's probably the most sophisticated
manipulator I've ever encountered.
His behaviors and mannerisms
as a wallflower
is a tactic he used
to get people comfortable with him.
[officer] So why don't we start then at
the incident at your house?
[Joel]
I was sitting on my couch watching TV…
and there's a loud banging
on the front door.
And when I open the door…
this man was standing there…
I could immediately tell that
he was very agitated.
The guy says, "Is your wife home?"
"And I want to tell her about
you f*cking my wife."
And, like, I was just in shock. And…
I said, "I don't know who you are,
but I'm not f*cking your wife
or anybody else's wife."
And then he said, um,
"Well, I don't even really know
if it's you…
and if it's not you, I'm really sorry."
[Gunning] So, when Joel is interviewed,
he's sticking with his story.
He's claiming he's never seen this woman,
he has no idea who she is,
and that this may be
a case of mistaken identity.
[officer] The first thing that
came to mind to you was…
catfishing and online. Why is that?
They're saying that…
you know, I'm having sex with his woman…
when clearly I'm not.
You know, I'm presuming that…
there's conversations going back and forth
online somewhere, somehow.
-Clearly he's lying.
-[Gunning] Mm-hmm.
[officer] Have you ever uploaded
any unauthorized apps…
on your department issued phone?
No.
Okay, I'll ask you specifically.
Have you ever uploaded WhatsApp
on your work cell phone number?
No.
-On your work cell?
-No.
Did you have a 2019 investigation
involving WhatsApp?
I did.
-So this is kind of like a big moment.
-Mm-hmm.
I had no idea that he was involved
in any type of investigation before.
I had no idea.
[Gunning] It turns out Joel had been
investigated by Internal Affairs before.
Three years earlier,
there was an IA investigation
into a complaint with a reporter.
And this timing is important.
At the time, he told me
that he got into it with the chief
and that the chief
took the PIO position from him.
He lied.
He looked at me in the face and lied.
[♪ intense music playing]
[officer 2] Why did you decide
to speak with me today?
[reporter] Because I was afraid that
he was going to be the permanent PIO…
and I was going to have to deal
with this permanently.
And that other young…
reporters would be at risk
if I did not come forward.
[officer 2] It is reported to us that you
made suggestive remarks as…
if seeing if the professional relationship
could be turned into a sexual one.
Do you believe it was acceptable
or appropriate to make these comments?
No, absolutely not.
[Gunning] When Joel was acting
public information officer,
he was dealing with reporters
all the time.
{\an8}And when he got the job permanently,
word got out.
And one reporter decided
to file a complaint
of sexual harassment against him.
[reporter] At the time I was single
and so it was mentioned,
"You're too pretty to be single.
I just can't believe it."
According to the reporter, Joel suggested
that they move their conversation
to WhatsApp,
where their messages
could not be monitored by CSPD.
He offered to share tips with her,
but instead,
the conversation turned more personal.
[reporter] He would use language that
would be suggestive and it felt to me…
like a test to see how I took it.
And he, uh…
brought up sexual relations with his wife.
He was on vacation and he mentioned…
maybe I'll get lucky or…
when you have kids the only time
you have sex is when you're away.
That obviously was inappropriate and…
kind of opened the door if I wanted
to talk about sexual relations.
He never explicitly said…
"Do you want to do anything with me?"
I just know that…
I felt very uncomfortable all
the time around him.
That reporter was legit. She was on him.
She took a huge risk with her career.
Huge.
[Gunning]
In his interview, Joel admits that
he has had a number
of inappropriate conversations
with different reporters,
but he tried to justify his behavior.
I was in a bad place
with my marriage at the time.
{\an8}When I heard how he blamed me…
Things weren't good at home.
And, uh…
I think I fell into the trap of, uh…
you know, being excited
about the attention.
[Borega] If there are so many problems
at home,
why am I at your lineup
bringing cake and ice cream?
Why do you see my kids and I
at special events?
To think that you sacrificed years,
your own career.
All the while, he's telling people
how miserable he is at home
when he gets caught
doing something nefarious.
It's a betrayal
that is just another level.
I'm ashamed, and, uh…
I'm embarrassed, and I'm humiliated.
And, uh…
again, I take full responsibility
for all my actions…
and I ask for mercy.
{\an8}When I look at the video, in my opinion,
those were crocodile tears.
More rooted in,
"Oh, no, I've been caught,"
rather than genuinely taking ownership
of his own behavior.
[Gunning] But the higher-ups felt like
he was a valuable member of CSPD
and that he would learn from his mistakes.
So they decided to give him
a second chance.
And three years later,
they realized how wrong they were.
[officer] Okay. So, taking you back to
that 2019 investigation.
Have you directed anyone
since that investigation…
-to use WhatsApp to communicate with you?
-[Joel] No.
-Have you ever met this lady?
-No.
No?
So, this is where the investigators
catch Joel by surprise.
They introduce another woman.
{\an8}It was starting to look not pretty,
you know, for Joel
{\an8}just because he's not
telling the truth about this.
[officer] Obviously you're aware
we took your phone…
and as you may imagine…
uh, you worked up here…
and you've been a police officer
for a long time…
so we dumped your phone.
What if I were to tell you that you did
communicate with someone…
directing them to go to WhatsApp?
Would that refresh your memory?
I don't remember in… in what context.
Would it help you if, um,
I told you she has a Denver number?
Uh, yeah. Um…
-The lies, they just continue.
-Why?
Even when you're backed into a corner.
I just know her as her first name.
I don't know her last name or…
anything like that.
It's just very interesting
how the story changes with him
into whatever situation fits him best.
Joel, you know how that's looking, right?

[Borega] I think it's really interesting
that the two investigators
who are investigating him right now,
he's colleagues and friends with them.
It feels like he didn't think that
they were actually going to
truly investigate this.
I think because he got a pass in 2019,
he thought he was above and beyond
any type of repercussion.
Do you have a romantic relationship
-with her, Joel?
-I do not.

physically intimate or had sex with her?
Before you answer that,

that the internal affairs detectives

Joel has no other choice but to confess
to having sexual encounters
with two different women
in his cop car while on duty.

I was at a low point definitely
in my marriage.
I just throw myself at the mercy
of the people.
I wanna do better.
It's crazy that he asked in 2019,
"I asked for mercy,
I'm ashamed, I'm embarrassed,"
all of this, and then you hear it again.
It's humiliating and embarrassing
and I'm ashamed.
I'm embarrassed, I'm humiliated,
I'm ashamed.

It was bad enough to hear
that he had been unfaithful,
but then I start thinking.
These were the two people
you were caught with.

It's such a beautiful park.
[Borega] It is. The bells playing. I mean…
-[Gunning] I know.
-Yeah.
{\an8}Playgrounds, tennis courts,
ice skating rinks.
{\an8}I mean, it's a very public place.
{\an8}It's huge. And I mean
we're not even seeing all of it.
The kids and I,
we've paddle boarded in the lake over here
and I can remember ice skating over here,
fun, cute 5Ks and stuff.
It's an amazing park, but…
You kind of look at it differently
because this is also the spot where…
Joel engaged in a sexual act
with someone he met online,
and that woman and her husband
are actually the folks
who came to our front door.
-Yeah, it was the beginning of the end.
-Yeah.
It was right here.
[Borega] Yeah.
By the time Joel told me
about what he had done in his cop car,
he had been under investigation
for months.
And in those months,
we were going to events,
to celebrations.
When I look at those pictures,
you can tell
that the kids and I had no idea
the lie that he was living.
This is now Joel's second strike.
And this time, he lied to investigators
and he lied to his commander.
[Strossner] This is Commander

Lieutenant, do you have any comments
that you want to make?
[Joel] I'm extremely remorseful. I'm…
uh, extremely ashamed.
Uh, humiliated, embarrassed, upset.
Uh, I'm begging for mercy.
[Strossner] Did not expect to have to
do this with you, Joel.
This whole thing has just been like
a shock to my conscience. It really has.
I'm hearing some of the same things
that were said last time.
-You need help.
-I do--
Not only did you put yourself
in that same position…
you made it worse.
[Rigdon] The recommendation
that came up to me
from the commander was for a termination.
{\an8}And I concurred with those findings
and also recommended termination.
Here was someone that certainly
appeared throughout his career
to have integrity.
And at some point,
that integrity piece was lost.
And it's like,
why would you throw all of this away?
The true tragedy here is you're
throwing your family away over this.
{\an8}The betrayal that I feel as somebody that
looked up to him is pretty significant.
But I wasn't married to the guy.
[Borega] After Joel's actions
were revealed,
my friends tell me, "You really need
to be checked for STIs and STDs."
And so I see this practitioner who I
had seen multiple times over the years.
And I could see this shift in her.
I just said, "You can tell.
I have something, can't you…
You can already tell."
She shook her head
and she tells me
that several months before,
Joel had come in,
and he made comments to her
that made her feel so uncomfortable
that they had to ask that he see
another clinician from here on out.
I left that office…
and rage set in.
I just clicked on his location
and I started driving.
I didn't give a f*ck what happened next.
Since leaving their family home,
Joel had been staying in an RV park.
And I was outside of our RV
and I was banging on the door.
And he opened the door.
And I said, "You're gonna tell me
every f*cking thing you did.
Start talking."
[Nicole] I was in physics class
at the time,
and I was tracking her location.
I saw that she was at the RV,
and I said to myself, like, I…
We don't know who this man is.
So I was worried about her safety
and I just left class.
I'm in the RV and I said,
"Who else is there?"
And he said, "There's no one else."
And I said, "That's bullshit.
How many did you not get caught with?"
[Joel] I wasn't talking to anyone else.
[Borega] Who did you have sex with?
Why can't you just be honest?
[Joel] I am being honest.
[Borega] Could you give us closure
and just say it all?
We went back and forth,
and he and I were arguing.
He gets so angry.
And then you hear this knock at the door.
And it's our daughter.
And she said, "There's no way
I'm letting you alone with my mom.
Who knows what you would do to her?"
And then Nicole called her brother
and put him on speakerphone.
And she grabs this computer
and she starts looking
at different accounts.
Just his emails.
All of the encounters just started
unraveling and revealing themselves.
We went from two to eight to 12 to 15.
And just when he would say
there's no more,
there's no more, there would
be another one and another one.
[Borega]
Why can't you just spell it all out?
[Joel]
Because I can't remember everything.
[Borega]
Because you had so many people?
[Joel] Yes.
[Nicole] How many people did you talk to?
Around… 50?
-[Borega] 100?
-[Nicole] What's the range?
[Joel] 50 sounds good.
[Borega] How many times did you actually
physically meet someone?
[Joel] Uh, around, uh… 7 to 10.
He told us that
the first time he met someone,
to actually have sexual relations with
was in 2015.
So it's been a few years.
[son] You're not a one-time offender,
you're a serial cheater.
You knew the consequences.
[Nicole] I cannot drive around the city…
without questioning, "I wonder if my dad
received oral sex in this parking lot?"
[Joel] I am sincerely sorry.
I made major mistakes…
[voice breaking]
but please don't cut me out of your lives.

Maybe you will do something…
miraculous for our family,
and maybe we can get through this.
[Gunning] When you listen to Nicole
and you listen to Karoline's son
during this altercation,
it's heartbreaking because
the reality was shattered,
the reality of who their dad was
was shattered.
[Karoline and Joel's son]
I'm ashamed to admit…
You were an inspiration to me.
I loved spending time together.
I loved mowing the lawn together.
Boy scouts.
Being in the same fraternity.
I did all this to impress you.
That's what hurts the most.
[Borega] And we left that day…
and I kept chanting, "My life is a lie."
I spent over half my life with this man,
and I thought he was all I had,
and my life is a lie.
[seagulls squawking]

[Borega] In the days that followed
the confrontation in the RV,
Joel let me know his psychiatrist told him
that, "She thinks I have severe PTSD.
{\an8}She thinks I have
some other things going on,
{\an8}that I'm a good candidate to go
to this first responders rehab."
And he said, "I'm telling you I need this,
and this could be the last chance I have,
if any, to save my job and pension."
[Gunning] At this point,
Joel's pending termination.
{\an8}They're still reviewing his case,
and he decides to take medical leave,
which buys him a little bit of time.
{\an8}I think we were all holding out hope
that he would come back from rehab
a changed person.
Become normal dad again.
I really wanted it to help.
[Borega] During that time frame,
I softened a little bit.
And when I began to soften,
I started having these feelings of,
will he get better?
Could he get better?
What does this look like?
I agreed to allow for him
to stay in the guest room
the night before he left for rehab.
The next morning, we woke up.
And we have this whiteboard in our kitchen
where we would put grocery items
or little notes to each other.
And he wrote, "I love you very much."
"I will…" and he underlines will,
"get better."
And he left.
And it's this array of emotion
of trying to adjust my footing.
[Keck] It didn't matter
how much she was hurting.
{\an8}For her and for those kids,
she had to be strong.
[Nicole] I just kind of pushed forward
and continued with my schoolwork.
I had a boyfriend
when everything happened.
[sniffles] I broke up with my boyfriend.
So I didn't know
if I was gonna go to prom.
But I remember thinking like,
I'm dealing with so much more
than all of my friends.
I knew, like, I shouldn't create it so…
this bad scenario that happened
within my family is disrupting
what I should be doing
as a 16-year-old. [sniffles]
Like I should be going to prom.
[sighs] Even though sometimes
I'm always thinking
about my dad and what he did.
Joel's settling in at rehab.
And after a couple of weeks,
he starts texting Karoline.
He is confessing to
having a porn addiction.
That he's sexting women.
He's expressing to Karoline
that these fantasies
ultimately escalate
to in-person encounters.
And that it just made him feel manly.
{\an8}Sex, porn, love addiction are
generally what I call intimacy disorders.
These are all symptoms of someone
who has a disordered way
of connecting within themselves
and connecting with other people.
I don't know Joel,
but I've worked with many versions of Joel
and often these controlled outlets
of, I'm going to flirt,
I'm going to have those affairs,
I'm going to watch the porn.
All of that is in pursuit
of getting out of this.
The treatment is usually to kind of
help them own the harm they've caused
and make meaningful internal
and relational repairs
to be better and do better, but it's hard.
While Joel is in rehab,
he allows his case manager
to keep in touch with Karoline
about how he's doing.
[Borega] A couple weeks go by,
my phone rings,
and this woman introduces herself
as his case manager from rehab.
And she starts telling me
about his treatment regimen
and what's going on.
That they were going to have
a special therapist come in
because they had never seen someone
with such severe,
her terms, sex addiction.
[♪ intense music playing]
And I was humiliated, floored.
She said, "Joel has said
that if you knew the extent
of everything he's done,
you would never stay married to him.
If I were in your shoes, I'd run."
[Keck] The hardest thing
to wrap your head around
is you felt the love
that Joel had for Karoline.
But you don't want to believe
that someone had fooled you so badly.
[Borega] Joel goes to rehab,
and while he's there, more of his
double life continues to unfold.
[phone buzzing]
[Borega] He calls.
He's talking about the facility.
I mean, he's romanticizing the program.
He's talking about how it's
near the beach and it's beautiful.
He's been identified as a leader.
They don't even think he's
going to be there the full time
because he's so amazing
and doing such great things.
And I tell him, "Really?
That's not what the rehab facility
says about you."
The case manager says that
you are such a severe addict
that they need to hire someone
to come in and treat you.
And he gets quiet.
And then it flips.
"I can tell this is why
she is such a b*tch to me.
She's out for me. What a b*tch."
He tells me,
"I don't want her calling you again."
I said that sounds great.
Because it sounds like you're lying to me,
and I guarantee
you're lying to that program.
And one night, it just kind of hits me.
I've never looked at his phone records.
And I start going
through the phone records…
and I see numbers that are consistent
on the phone bill for months.
She was still in the place
where she wanted to know everything.
She wanted to get to the roots
and, like, the calculation of everything.
It's common for betrayed partners
to question, how many lies?
How many betrayals?
And then the next question is,
can they ever stop?
When your partner's lying
and living this double life,
you're denied important information
that you need to make
the next healthy and safe choice
for you and your loved ones.
This whole time,
Karoline is led to believe
that all of Joel's encounters
were with strangers.
And what the phone log shows
was that wasn't true.
[Karoline and Joel's son] The truth hurt,
but it was powerful and it was needed.
It wasn't just people from the Internet.
[Karoline and Joel's son] A lot of
